Rajya Sabha represents the states & UTs of Indian Union. It is the permanent house of the Parliament. Therefore all of its members do not retire simultaneously to maintain the permanency of the house. One third of them retire after every two years. So, tenure of a RS member is 6 years. Moreover RS cannot be dissolved by the President at any case. No motion which has an element of censure can be passed in the upper house. Accordingly the parliament in the Representation of the people act authorized the President to make provision to govern the order of retirement of the member of rajya sabha.
