Length of handkerchief $=3\times 14=42cm$

Area of handkerchief $=42\times 42=1764$

Area of circles $=9\pi r^2=9\times \frac{22}{7}\times 7\times 7=1386$

Area of remaining portion $=1764-1386=378$
