As we know that,
Rate of SGST $=$ Rate of CGST
Therefore,
Rate of SGST $= 9 %$
Rate of GST $=$ Rate of CGST $+$ Rate of SGST
$\Rightarrow$ Rate of GST $= 9 % + 9 % = 18 %$
Thus the rate of SGST is $9 %$ and the rate of GST is $18 %$ .
