Side of square garden not including the path $=28m$

Area of square garden not including the path $={\left(28\right)}^2=784m^2$

Now,

Total Cost of covering the park with grass $=$ Area of park $\times$ Rate per square metre

$1176=784\times$ Rate per square metre $\left(\text{Given}\right)$

$\therefore$ Rate per square metre $=\frac{1176}{784}=Rs.1.5$

Hence the rate per square metre at which the park is covered by the grass is $Rs.1.5$.
