The scattering of the light through the colloid is known as the Tyndall effect. The sugar solution is not a colloidal solution, the particles in the sugar solution are too small. In addition to that, the sugar solution is a true solution and light does not scatter in true solutions. So, a solution of sugar and water does not show Tyndall effect.
