Ortho-nitrophenol possesses intramolecular hydrogen bonding for which its solubility is less compared to ortho and meta-nitrophenol.

The nitro group and hydroxy group in the ortho-nitrophenol are in close proximity to each other to form intramolecular hydrogen bonding which is absent in para and meta-nitrophenol.
