Step 1: Find the number of students like milk
Total number of students in class = 24
Total number of students like tea and coffee = $7 + 13 = 20$
Number of students like milk = $24 - 20 = 4$
Step 2: Find the ratio
Ratio between the number of students who like milk to the number of students who like coffee = $\frac{4}{7} = 4 : 7$
Hence, the ratio of the number of students who like milk to the number of students who like coffee = 4:7
