The electronic configuration of Cr3+ and Mn 3+
Cr3+- [Ar}3d34s0.
Mn3+ - [Ar}3d44s0.
So, when Cr3+ and Mn3+ act as oxidising agent, they get reduced to Cr2+ and Mn2+ respectively. The electronic configuration attained are 3d4 and 3d5 respectively.
Since Mn2+ has half filled stable configuration so it is a stronger oxidising agent.
