The hydrolysis of halides is a nucleophilic reaction in which hydroxide is a nucleophile. The ease of hydrolysis depends upon the stability of carbocation formed.
In case of CH3CH2CH2Br a primary carbocation is formed while in case of CH2=CHBr a vinylic carbocation is formed .
The vinylic carbocation is less stable than primary alkyl carbocation hence CH​3CH2CH2Br is hydrolysed easily.
