The Kothari Commission was appointed in 1964 under the chairmanship of Dr. D.S. Kothari. Its recommendations were:
It asked for a 10+2+3 pattern for primary-secondary, higher-secondary and university education.
It was in favour of a uniform national system of education.
The Kothari Commission further recommended the inclusion of Hindi and English in education.
It also favoured adult education, education by correspondence, and open universities so that even the lowest sections of society could attain education.
It also wanted the government to allocate funds for spreading education amongst the marginal sections like the scheduled castes and scheduled tribes.
