The Kothari Commission was appointed in 1964 under the chairmanship of Dr. D.S. Kothari. Its recommendations were:

• It asked for a 10+2+3 pattern for primary-secondary, higher-secondary and university education.
• It was in favour of a uniform national system of education.
• The Kothari Commission further recommended the inclusion of Hindi and English in education.
• It also favoured adult education, education by correspondence, and open universities so that even the lowest sections of society could attain education.
• It also wanted the government to allocate funds for spreading education amongst the marginal sections like the scheduled castes and scheduled tribes.
