2) It is difficult to make changes to the power sharing arrangement between the Union Government and State Governments because the constitution has provided conditions for maintaining status quo among the states in oredr to consolidate the federal structure.
National Counter Terrorism Center(NCTC) India is a proposed federal anti-terror organisation to be created in India.The need to coordinate the anti terrorism measures of the Union and State Governments had become apparent after the Mumbai attacks in November 2008 when several intelligence and operational failures came to light; hence, the need for a joint assault on terrorism is unexceptional.
