The train is undergoing acceleration.

At the time the passenger tosses the coin, let the velocity of the passenger be u m/s. The coin will have also have velocity u in the forward direction. when the coin is in the air there is no acceleration in the horizontal direction although acceleration due to gravity exists due to which it falls down but it acts in the vertical direction. So there is no change in the horizontal velocity of the coin. If the train wasn't accelerating, then the passenger would also have that same velocity and the coin would fall on his hand. Thats not the case, therefore the train is accelerating.
