Absolute Refractive index is the refractive index of material with respect to vacuum (or air). Refractive Index of vacuum is 1.(and of air is 1.0008)
Given,
$A b s o l u t e r e f r a c t i v e i n d e x o f m e d i u m A = μ_{a} \Rightarrow R e f r a c t i v e i n d e x o f m e d i u m A = μ_{a} A b s o l u t e r e f r a c t i v e i n d e x o f m e d i u m B = μ_{b} \Rightarrow R e f r a c t i v e i n d e x o f m e d i u m B = μ_{b}$
Therefore,
$R e f r a c t i v e i n d e x o f m e d i u m B w i t h r e s p e c t t o A = \frac{R e f r a c t i v e i n d e x o f B}{R e f r a c t i v e i n d e x o f A} = \frac{μ_{b}}{μ_{a}}$
