Accurate measurements of distance,mass and so on were made much before accurate measurement of time became possible.Why?

Accurate measurements of time was only possible after accurate measurements of distance and mass because time measurement was done in terms of distance and mass. Mechanical clocks were designed which used to measure time in terms of weight. More accuracy in measuring distance and mass enable us to measure time with more accuracy and precision.
