After vasectomy sperms which are already present remain in the system for about 2 to 3 months. After that the sperms cannot travel as the vas deferens is cut. Hence no sperms are released after the stipulated time in masturbation.
In tubectomy the fallopian tubes are cut and tied but the egg is released by the ovaries. No egg is anyway ever released during masturbation.
