When the electron beam is passing through the electric field and the magnetic field, there will be two forces acting on the electron beam. One is the electric force due to the electric field and the other is the magnetic force due to the magnetic field.
Therefore, these two forces must be equal and opposite so that there is no deflection in the electron beam.
Electric force = Magnetic force
⇒ qE = qvB
⇒ v = E/B
