This happens because when we rub the balloon with a piece of nylon cloth the balloon gets electrically charged. Now ,the wall is an uncharged object. We know that a charged body attracts uncharged body due to induction so the same thing happens here. The force which is responsible for this attraction is known as electrostatic force.
