as compared with an empty ship, will a ship loaded with plastic foam balls float higher or lower in the water ? give reasons

When ship is empty its weight is least and it displaces the least water and floats highest.If the ship carries load then its weight is increased and makes it float lower.So the ship floats lower in the water when loaded with foam than when empty.
