Electric Lines always originate or terminate at right angles to the surface of the charge what does it mean ?

The charges on a conductor are distributed on the surface of the conductor and the net electric field inside the conductor is zero.And also two electric field lines can never cross each other.If these lines are not perpendicular to the surface then the electric field would have a non zero component along the surface and the lines will cross each other which would violate the above fact.
