Question

But if it is powdered charcoal there is no question of penetration so adsorption decreases due to a different criteria. ISN'T it?

Solution

Charcoal adsorbs poisonous gases on its surface. Higher is the surface area, higher will be the extent of adsorption.

Since in the powdered charcoal the surface area is quite high therefore the extent of absorption is more than the un powdered charcoal.
