Remember, charge is property an object possess which quite similar to mass.

Like charges would never attract each other because their electric field tells them to do so. Electric field is nothing but the way one charge notifies its presence to other charges.

The electric fields of like charges sends out some information which tells them to repel each other. Similarly, unlike charges attract each other.

However, it is impossible for like charges to attract
