constitution of india declared india as aunion of states but did not used the word federation.yet it is based on the principals of federalism.but why?

When we speak of federation it means that it a association of self-governing units. However, it India, the units or the states are not totally self-governing and instead are guided and administered by the policies of the centre in several matters. So the framers of the Constitution thought is to be wise to label India as a union of states rather than a federation.
