The statement is not justified.Only per capita income is not the only measure to tell whether a country is developed or not. Literacy rate and life expectancy are the other two factors which are equally important for calculating Development index of any country.So,a higher per capita income alone cannot imply a more developed country.

Moreover,a country with huge area and low population can also have higher per capita income.Such a country could do much better given the resources it has,so may not be much developed.
