Solution
Democracy is a new concept when it comes to many parts of the world.
In many areas such as Middle East, democracy is a distant dream and basic issues such as equality for all citizens are still to be addressed.
In oil producing countries led by the US favour a regime of compatibility and support existing kingdoms and dictatorships over democracies.
In Latin America, similarly western interference led by the US has resulted in dictatorships and democracy has come only in the late 1990s.
Western interests in selectively promoting dictatorships to fulfil their own economic interests have resulted in democracies not spreading uniformly throughout the world.
