difference between mobile electron and valence electron?

Valence electrons are the one's present in the outermost shell of the atom.

Goods conductors have a very small band gap i.e. gap between valence band and conducting band is very less and electrons in these valence bands, under the influence of current become charge carriers and hence called mobile electrons.
