No, the statements do not mean the same thing. Different people have different aspirations or developmental goals. It is so because they seek things that are most important to them.
Statement (a) means that because of different desires or aspirations people have different development goals e.g. for some people earning more and more income may be developed and for some others, it may be more education facilities, more freedom, and security.
Statement (b) means that what may be developed for some may be destroyed for others e.g. more means of transport may be developed for some but it may be destruction for others, in the form of more pollution
