YES!

All hormones are chemical signals of nature of proteins, lipids, etc. These chemicals carry the message from one part of the body to another and signals the target cells to bring about certain changes. These are the signals which bring about physiological changes but if the target becomes non receptive then these hormones cannot bring about the physiological change so we can say that these are just signals.
