Low pressure means that the atmospheric pressure of a particular region is lower than the surrounding area and high pressure means that the atmospheric pressure of a particular region is higher than the surrounding area. Thus, low pressure and high pressure is relative, just like the high point and low point in mountain areas. A fluid (liquid or gas) exerts pressure in all directions and generally it flows from high pressure areas to low pressure areas.
