Catalyst always used to increase the rate of reaction.
If the phase of catalyst is same as reactant it is homogenous catalysis.
If the phase of reactant is different as catalyst it is heterogeneous catalysis.
If you are talking about phase change then you are converting your reaction from homogenous to heterogeneous catalysis.
But the rate of reaction will be same.
