The following conditions need to be fulfilled by a democracy in order to accommodate diversities and divisions:
Co-operation between the majority and the minority so that the government functions according to the general view.
Rule by majority should not degenerate into rule of religious or linguistic majority. Rule by majority should mean rule by a majority formed by different persons and groups.
Democracies should also ensure the dignity and freedom of all individuals and social groups in order to accommodate diversities and divisions.
