The Vienna Congress met in 1815 to maintain a balance of power. Delegates from Russia, Britain, Prussia and Austria were hosted by the Austrian Chancellor Duke Metternich to curb the growing power of France and maintain a status quo in Europe by keeping out imperialistic forces. The territories annexed by France after the Napoleonic wars were freed and many states were set up along the boundary of France to keep French power from expanding.
