Hallmarked jewellery is guaranteed to contain exactly the same amount (carats) of gold that is marked upon the ornament hence govt. insists on hallmark.
The only precaution you can take is purchase hallmarked gold from a reliable store, and if you are not sure get it tested at another jeweller or a certified lab.
