The oxidation state of N in HNO3 is +5 which is maximum for N.Therefore, it acts as an oxidizing agent by gaining electrons.

But the oxidation state of N in HNO2 is +3 which can be increased or decreased. Therefore, it acts as an oxidizing as well as reducing agent.
