A good democracy is just not a electoral democracy but one that is, insures a minimum level of civil rights. This will be reflected in the selection of leaders who would have the merit to ensure the establishment of a welfare state.On the other hand according to James Michael Lyngdoh, former chief election commissioner, a nominal democracy is one where political families and a few elite’ continuing to rule the nation. To move towards good democracy, it essential to keep a check on the nomination of leaders and also create awareness among the citizens of the country about the power they enjoy in a democracy.
