How can we say that underemployment can also exist in secondary sector andnot necessarily in primary sector ?

Underemployment surely can be seen in the secondary or the manufacturing industries. A person with much high qualification might land up with a job that is much inferior to his potential. In manufacturing industries, most underemployed workers are working poor and earning wages much less wages than they deserve.
