how can we say which charge is positive and which charge is negative?

Hello,

Amber(means electron) has negative charge(by convention).

So we can determine nature of charge on any object with respect to the amber.

If amber attracts some charge particles, then the charge particle has positive charge.

If amber repels some charge particles, then the charge particle has negative charge.
