The democratic government rule within limits set by the constitutional law:

a. A democratic government must establish a system of rule of law that enables democracies to function as per set norms and procedures and not according to whims and fancies of a ruler.The system of rule of law is a system of rules, regulations for a just and fair functioning of a society. It implies that the government so elected must respect the law of the land.
b. Also , a democratic government must provide room and scope for political opponents, for media to function.
c. The government officials have certain rights and responsibilities and have to work within the limits of law and constitution. It ensures that all policy decisions are taken through proper consultation and deliberation.
d. Most importantly, the democratic government must respect the rights of the individuals, which are to be duly protected by an independent judiciary.
