The following steps have been guaranteed by the constitution:


a. Government policy of reservation which provides for reservation of seats in education and government employment for Dalits and Adivasis​.

b. The Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, 1989 allows the marginalised groups to file their complaint under this act which includes atrocities, crime or any act of humiliation against the SC's or ST's. The act is very broad and comprehensive and seeks to offer protection to the marginalised groups.

c. Similarly, The central government passed the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 which safeguards the rights of the forest dwellers.


d. 73rd and 74th Constitutional amendment acts provided for 1/3rd reservation of seats in the local bodies for the weaker section.

e. Then there are constituencies reserved for the SC's and ST's from where the candidates belonging to the above mentioned categories can stand for elections.

f. Constitution also guarantees fundamental rights to all, extending civil political equality to minorities.
