Once liquid water drops to 0 degrees Celsius, it is still liquid water. There is more energy required to transition water into a solid. This energy is called the "latent heat of fusion." That's why we often say water melts at 0 degrees Celsius (32 F) and water freezes at 0 degrees Celsius, because both are true.
