More droplets will be seen on the outer surface of steel glass since it is a better conductor than plastic. The steel glass will become cold easily in comparision to plastic glass when cold water is poured in the glass. Due to this, the moisture (water vapour) around the cold steel glass will condense on the surface of steel glass.
