Molar mass of CO2 = 44g contains 12g oxygen and 32g oxygen, so ratio = 3 : 8

But in 33g of CO2, amount of carbon = (12 * 33) / 44 = 9g

In 33 g of CO2, amount of oxygen = ( 32 * 33) / 44 = 24g

So ratio of C and O in 33g of CO2 = 9 / 24 = 3 : 8

So either in 44g or 33g of CO2 ratio of Carbon and oxygen are same = 3 : 8.
