if dry cells really were dry, they could not operate. Substantiate

Dry indicates something without moisture. In dry cell paste of electrolyte is used with only enough moisture to allow current to flow.In absence of moisture , the electron will not move hence no current will flow in the system.
So if a dry cell is made totally dry (means no moisture) then it will not work .
