The K shell can accomodate 2 electrons and the L shell can accomodate a total of 8 electrons, and if the M-shell contains 4 electrons, then the electronic configuration of the atom will be 2, 8, 4, thus the atomic number of the element would be 14. The element is silicon and it has a valency of 4.
