If ozone is formed by uv Rays , can't the ozone hole be covered by formation of more ozone by uv Rays?

Ozone in stratosphere is mostly formed produced from short-wave UV rays. Oxygen molecule reacts with the photon of UV rays and splits into oxygen atoms.

​Then this oxygen atom again reacts with oxygen molecule to produce ozone (O3)

Ozone, after being formed in the stratosphere naturally breaks down. There is a balance between amount of formation of ozone and its depletion in an unpolluted environment. Thus its amount remains constant. However, increased pollution generates huge amount of CO2​, CO and some other sulphur and nitrogen compounds which react with this oxygen and makes it less available in the stratosphere to interact with UV rays. Hence the amount of depletion of ozone is more than its formation.
