if permanent cells in leaves cannot divide then how does a leaf's size increases?

Permanent cells of plants are not supposed to divide. Growth occur due to division of meristematic cells which are present at localised regions such as at tip of root and shoot, base of leaves, etc. Intercalary meristem which is present at the base of leaves is responsible for growth of leaves along with other meristems.
