This statement means that in Democracy every citizen is considered to be equal and everyone has the right to vote. No segment of the population on the basis of religion, caste, sex or creed is denied the right to vote.For instance in Saudi Arabia, women are not allowed to vote. Also every vote is valued equally, which means no one is considered to be superior to other. For instance in Fiji, an Indian-Fijian's vote is considered to be of less value than an indigenous Fijian.
