Dielectric is a type of insulator which may not conduct electricity through it as such but when we place it in an electric field, charges get induced on its faces.The valence electrons in atoms of dielectric are tightly bound to their nuclei. Dielectric medium means we can say an insulating medium. In case of dielectric constant, the physical significance of dielectric constant is the resistivity to stop the current or conduct electricity through material but induces charge on it in electrostatic.

Induced charge:When a charged object is brought close to a neutral object, charges are induced on the surface of the neutral object and are called induced charges.
