why is hydrogen collected in the cathode why not in anode

Hydrogen is monovalent as compared oxygen which is divalent therefore in order to balance the equation, hydrogen become double of oxygen.

On electrolysis, Hydrogen is released as H+ ion which is attracted towards opposite charged

Cathode and get reduced.
