in general properties of electric field it is said that it pass through insulators and not through conductors but in science insulators are suvstance wich doesn't allow passing of electric field.why this happen?actually trough wich electric field lines pass trough?

Becuase of Gauss's Law. Electric field lines end or are deflectecd where there is a charge, and the charge in a conductor can only exist on the conductor's surface as a result of Gauss's Law.
