Solution

28 is a perfect number.

factors of 28 = 1, 2, 4, 7, 14, 28

Sum of its factors except 28 = 1 + 2 + 4 + 7 + 14 = 28

So, 28 is a perfect number as sum of its factors equals 28.

24 is not a perfect number.

24 = 1, 2, 3, 4, 6, 8, 12 and 24.

Sum of its factors except 24 = 1 + 2 + 3 + 4 + 6 + 8 + 12 = 36

As sum of its factors equals 36 and not 24, thus 24 is not a perfect number.
